Biography: Mr. N M Zeaul Alam PAA is, at present, the Senior Secretary of Information and Communication Technology Division. He is the immediate past Secretary, Coordination & Reforms of the Cabinet Division. Prior to that, he was the Director General of the Department of Immigration and Passport. He started his career as Assistant Commissioner, a member of the Bangladesh Civil Service (Administration) cadre in 1986. He is from BCS-84 batch. He obtained B.Sc. (Hons.) and M.Sc. in Botany from the University of Chittagong. He did his 2nd Masters from the Brac University on Governance and Development in 2006. He served in almost all the core posts of the field administration like Magistrate, Assistant Commissioner (Land), UNO, ADC, ADM, DC and Divisional Commissioner. Besides, he served as Senior Assistant Secretary, Deputy Secretary, Joint Secretary and Addl. Secretary in different Ministries/Divisions. He was the Deputy Project Director of ‘Asrayon’, a project under the Prime Minister’s office. He also worked as Assistant Returning Officer, Returning Officer and Divisional Coordinator of National and Local Govt. level elections.
In his long career Mr. Alam participated actively in different meetings, workshops, seminars; regional, bi-later- al and multilateral meetings on trade negotiations in the country and abroad. He led Bangladesh delegation to SAFTA, BIMSTEC and APTA negotiation meetings and joined Ministerial Meetings of those regional trade agreements. He also joined international conference on G2P, Open Government Data (OGD), Sustainable Development Goal (SDG) and CRVS abroad. He actively worked on the signing of trade agreement between Bangladesh and India on the export of apparel from Bangladesh in 2007. He has experiences in preparation, monitoring and evaluation of Annual Performance Agreement (APA), National Integrity Strategy (NIS), and Grievance Redress System (GRS). He participated a course on ‘Creating Collaborative Solution: Innovation in Governance’ in the Harvard University of USA. He had also undergone a number of professional training at home and abroad. He visited several countries including Thailand, United Arab Emirate, Pakistan, UK, Sweden, Finland, Nepal, India, Bhutan, Sri Lanka, Singapore, Malaysia, Spain, Turkey, Portugal, Italy, Switzerland, Saudi Arabia, Bahrain, USA, Indonesia, Philippines, Vietnam, Japan, New Zealand, Australia, France, South Korea, Mauritius and Kenya. He joined different seminars and workshops as speaker or panelist. He has experiences in organizing different national, social and cultural events in his workplace. He faced the natural disaster ‘Aila’ while working as DC Khulna in 2009. He has a unique experience to establish a women college in Chitalmari, Bagerhat in 1995 while working as UNO. He has been rewarded with National Award named ‘Innovation Award’ for outstanding contribution in digitization activities of Sylhet Division in 2012. He has also been rewarded with ‘Public Administration Award (PAA)’ from Ministry of Public Administration in 2018.
